I  got these  from  Rose  City,  and  I see  from their  website they  laquer  them,  perhaps   didn't sand e nough,  next time  I'll  be  smart  and  order  bare  wood:)

If it is lacquer you can remove it pretty easily by using lacquer thinner and 0000 steel wool.  Wet the steel wool and rub down the arrow shaft.

Yeah I would steel wool them with thinner. If you sand too much it may affect spine. I use alcohol based stains from Larry Maggard. The same stuff is available from Mike Yancey at Pine Hollow longbows. A little goes a long way.
