How to resize photos
HoBow:
This is how I resize photos:
Picture 1
Click on the second to last icon on the bottom to open the picture in Paint.
Picture 2
Go to the image menu and choose stretch/skew
Picture 3
Change the Horizontal and Vertical percents to 50. Save and the image should be able to be small enough to post on PA. If not, change the percents until it is small enough.
That simple! Sorry the screenshots are hard to see, but they should be good enough to understand.

Excellent Tutorial!
(Naturally, I think so, because I use the same method ;D)
However, rather than just set the size to 50%, I calculate the desired size with my calculator.
When you place the cursor on the photo title, a small box will open up telling you the current picture size in pixels.
If my desired size in one direction is 800 pixels, I divide 800 by the corresponding dimension displayed when I place the cursor on the picture title.
For example:
I've take a photo at maximum image quality that measures 3649 x XXX.
The size I want to end up with is 800 Pixels wide.
800 / 3649 = .21923...... or about 22%
I then open the picture in Paint and resize to (in this case) 22%
