Yes you can fix it - no problems.
Run superglue along all edges of the cracks/splits. I use a rubberband cut so it's a strip then simply wrap around the shaft to 'clamp' it up. When set remove the band and sand off the bits left on the shaft. I've done this with many arrows and never had one break at the fix.

But iowabow is such a tightwad he sends his wife deer hunting without bullets.  She has had to resort to running them off bridges!  No, he really is trying to figure out if he can save this ruined arrow.  That'll teach him to practice so much!
