The heat treating is really simple with a magnet.  Just heat the steel til the magnet no longer sticks to the steel the then quench it in oil, vegetable, motor and my personal favorite, transmission fluid.  Then use a torch to temper it.  You want to polish the metal with sandpaper so you can see it change color, the heat it up until the edges turn a straw color.

It was just a little experiment (I've got some better metal for points), but it worked. They came out more of an elongated "Z", but it didn't wanna bend. I don't need them, but it is still nice to know that I can do something with what's lying around :).

Use a torch and heat them until red then soak in ice cold water immediately and see if the metal stiffens.

If your metal doesn't have any carbon in it, you can't temper it.
