I got a new video (replicating the type 1C neolithic danish dagger) and have a answer to your question - the dry spots are (and I've heard it before but forgot) TX concrete. thier like limstone or other grainy inclusion's and don't really change with heat treat - only thing you can do is try to get around them if you can :).
