  I made one of these years ago, exactly the same and totally different!  I have described it a bunch of times, but never got un-lazy and made some pics!  MIne has wheels that roll on two rails, and a 4x4 in the middle that tilts like this, with the screw up and down.

 love it because I can taper a slat from middle to end, flip[ it around and do the other side exactly the same taper.

Made mine from a lathe.  50 grit sanding paper and it works great.

To do tapered lams with this you need to make a blank with the correct taper and then lay your parallel lam on top of it on top of a sled. Everytime you run it throught it will take off the high spot ,when you have no high spot you have a tapered lam.

Oh, then I misunderstood the pics.  Mine makes tapers without a sled/blank.  On mine the screws are for adjustment, the table that holds the lamination strip tilts in the middle, and the wheels run on outside rails.  I run the planer over the wood.

I made an adjustable tapering sled, works a treat.
Here's a pic of a billet of Yew heartwood (for a BBY ELB) on the sled, it's held down with double sided tape.
