I just did a search on "where in the world is it 5:45 am" and I got Katmandu.????? The I did it again and it says Katmandu is 9:00 pm so forget this.

DC:
Honolulu is 5:30 am. Maybe "they" set the clock for the middle of the Pacific so as to not upset anybody.

I think the forum uses the server time.
Usually servers use a protocol to automatically synchronize the time (in general is UTC)
it is possible this server was set to manual and time never properly set
