The left limb looks as though it has a little propeller twist in it as selfbowman said.  If it does I would be trying to address that first.  Just a thought.  Best of luck.

Usually when a propeller is shown it is there even at rest.This one shows itself as you draw.I'd check your limb thickness's to be even on all edges.
In the future you could shorten up your long string too.
Tip movement @ 48#'s is enough to brace it once.
Once there things will reveal themselves and move along faster.
Top view profile would be nice to see also.

Now that I have a  bow string on it's pretty obvious what needs fixing. To correct hat propeller twist on the left limb do I remove wood from the side that is flaring up or the low side?

I wonder if you’d be able to correct some of this with some heat and oil or seam it out with a form perhaps.  This way you could get things aligned better with the string in better alignment with handle.  I would maybe start with getting a correction at the handle section to get the bow little straighter to get the string more in middle of handle.  It’s not a huge deal to have the string favour the side the arrow Shoots off of but a little heat for your situation might be good to start with.  I would maybe then work on using  a little heat correct some of the twist.  I also might be inclined to reflex the left tip area to match the right again with some heat.  I think you’ll have a better idea where to remove wood after that to get it the way you want.  It’s hard to say for sure as I don’t think you say what king of wood you got there.  If you do steam or oil with heat give it lots of time to cool (sitting overnight) and over correct slightly as it will return some of your corrections.  Best of luck.
