I have this stuff growing in my backyard, its to small to use as arrow material now but does appear to be some kind of cane.

Can you post some pics of the whole plant? May be some type of Sasa bamboo.

That looks like the native cane you see in certain places where you are and Ocala National Forest. I've never found any big enough to make heavy poundage arrows out of. But like hillbilly said, a picture of the whole plant would be better. I'll tell you my secret spot for Jap Arrow bamboo if you don't mind a short road trip? Go north up I-75 to the White Springs exit. Go east across the Suwanee River to the intersection with SR 41. Go straight across the road two blocks and there is vacant lots full of the stuff. It's also all around the Stephen Foster Memorial.
Guess it's not a secret now ;)

Thanks Mullet, I'm going try to run up there over the long weekend and take a look, promise I wont tell anyone about it. ;D

You'll find plenty. The good stuff is about 10 'tall. Get your arrows out of the top. I cut the top 5'and then spine and trim when I get home. Good Hunting.
