I would like to flips the tips on this sapling bow I made out of what I believe to be some type of hornbeam. Its already done and finished but can I still flip the tips ?

IMO. If the tips don't flex you can do it. If the tips flex then the flipping is more likely to pull out again, but it may work.

David, sure you can. I like to flip mine when I'm about 95% finished. You might have to tweek the tiller some after you do it.

Like already said, the condition fo the tips is the only thing you'll have to watch is for compression in the tips. If the tips have already started working alot, and taken some set, when you bend them backwards this will tear the fibers open and it won't hold. In Instances like those thinning and then flipping/tempering can soemtimes work.

thanks for the replies but i think the tips work too much to be flipped. I'll do it on my next one.

You can add an underlay to keep them stiff. Here's a couple of examples:
