I have a red oak 1x2 that I cut down to 62" because of the bend. The remaining stave has an inch or so of reflex to begin. So the max width is of course 1.5", any suggestions on what kind of weight I should shoot for? Can I still get away with a rigid handle section and maybe a 26" draw? I think for shape it's gonna start the taper 12" from the fades for a tip width of 1/2".

You should be able to get 50# or so with the design you suggested.

Red oak is not the most ballanced bow wood out there but you could probaby get away with a ridgid handle bow parallel limb design but would go past mid limb before tappering I made a 62 in bendy red oak board bow out of the the back of TBB 4 design it shot ok if it was me I would go the bendy route more diversified stresses on the wood !

Stay full width to about 8" from the tips and you should have plenty of wood

At 26" you should be ok. I second the Bubby suggestion to keep limbs full width out past the middle. He said 8". I'd have said 2/3 of the way out, which would be about 10" if you keep the handle and fades short. You get the idea. Short handle as possible.
