How much of a problem is created by cutting through the growth ring(s) on the back of a vine maple selfbow?

That depends. How deep are the violations? Are they at any pin knots? Where on the limb are they? Vine maple is pretty tough stuff, but it can lift a splinter if you are not careful.

These are very shallow tangential violations, circle cuts the size of a dime.  The round stave is not shaped yet; I did this while whittling off the bark.

It 's probably fine. But if you are worried about it, back it with silk.

Or go down one growth ring as if you were making an osage bow. Or make a Northwest style bow and sinew back it. Or, back with silk and or....  ;D

Vine maple rings are paper thin and tend to swirl. It would take a superhuman to follow a ring on that stuff.
