Whom best in US could reduce pull weight on a Don Adams ELB?

My best friend has an ELB that pulls 63 pounds at 28”. As he is getting older, this is becoming too much. What is a reasonable number that this bow could be re-shape and tillered for?  Would it be possible to get it to 50 pounds?

Who would people recommend for such a task?

IMO.
taking off 10# is ok, I wouldn't think people would want to take off much more, mind it depends on the bow.
If it's a laminate, it depends how much belly lam is on there.
Unfortunately I'm in UK, but to me, it's not a long job, couple of hours if it's possible. Longer if you want all the finish removed and it re-finished.
Other opinions may vary etc.

Reduce the width and not the thickness. Reducing thickness will reduce efficiency. Reducing width alone will keep the bow at the same efficiency.
If they don't know this don't use them :)

A real shame to tinker with a Don Adams original. They are collectible items now. I'd invest in another good yew bow, with a lower draw weight. Plenty of good bowyers around, with reasonably priced yew bows.

I strongly disagree... IMO you won't drop 10# off a 63# by reducing width of an ELB and still retain any lateral stability.

That would work on a flat bow, but the ELB is a different critter.
