If you go to a pet store you can get hoof or horn dog chews. The black ones are usually Water Buffalo horn. The hooves sometimes come in marbled colors and look great. It stinks to high heaven when you sand it so do it outside. A pet shop is one of the more expensive places to buy it but even then it's only $5-10 for enough to do a few bows.

Pretty much this^
I’ll add that any type of animal horn will work for a tip overlay but if you end up using it a lot maybe look on eBay or Etsy to buy in bulk.
Pet stores also sometimes have plain already bleached cow bone too, most of the time though it’s filled with something like peanut butter.

Definitely Water Buffalo.  My local pet store has piles of the short ones.
