Kind of why I was asking what kind of pheasant. If they are Reeves and Silver, they are legal to use. There are however several kinds of pheasant that are illegal to have in the US without a federal permit. I prefer to stick with feathers that I know for sure are legal. I also prefer the ones that the Fish and Game department will know is legal so they don't bother me.  ;)
