Linen is good and strong and makes a good backing. Either TBII or III will work well. Be sure the glue is completely cured before messing with the bow after the application. (my brain is still a little foggy).  ::)

Just to confirm ,  when is the best time in the bow making process to back the bow ? I would have thought after full / finished tillering ?

If a bow needs backing I try not to wait until finished, you might net get there. Maybe at half tiller.

As my intention is to heat treat the belly using a heat gun whilst in slight reflex , is this still a possibility without affecting the linnen backing assuming the backing is applied at around half tillering ?

I would wait until after heat treating before adding the backing. All TB glues degrade at 150 degrees.

I would not raise the tips before applying linen backing
Plant fibers are strong in tension and less flexible than sinew or even rawhide

OK Glis Glis , I hear what youre saying and as I have absolutely no experience of backing a bow with Linnen this does sound feasible . anyone else here have the same ideas ? if so then I will just have to back the bow without any tension applied .
